Description of monitoring mechanisms and reporting of outcomes

The project developed an M&E guide that was used for the tracking of activities and reports based on the logical framework matrix. Monitoring will be done on a continuous basis and will include: key activities carried out within the period in relation to work plans; reasons for any major deviations, challenges met, key lessons learnt and progress made in relation to objective; unexpected and significant events; and most significant change (MSC) stories.

i. Inception report; , during the second month after signature of the project Agreement. The report generated will cover:

  1. Inception activities carried out by the project team covering staff orientation, expert recruitment, detailed work plan by activities, development of the M&E protocol and assigning M&E roles.
  2. Minutes of the inception workshop,with a detailed account of project objectives, implementation cycle, list of participants and visibility activities carried out to publicize the project launch and its intended outcomes, relevance and impacts;
  3. Minutes of the courtesy visit to the EU Delegation and to the FAO Representation.

ii. Progress report 1, within six months after signature of the project Agreement. The report generated will cover:

  1. Qualitative and quantitative information on project achievements and, copies of the baseline report and the two case studies, booklet of do's and don'ts on ORL and all the deliverables listed in output 1.
  2. Minutes of first Project Steering Committee meeting, highlighting guidance for implementation.
  3. Interim financial report.

iii. Progress report 2, within nine months after signature of the project Agreement. The report generated will cover:

  1. The framework for fair compensation to farmers affected by ORL and all the deliverables listed under Output 2 and under Output 3, activity 3.1
  2. Minutes of second and third Project Steering Committee meetings, highlighting guidance for implementation.
  3. Interim financial report

iv. Final Report, within 13 months after signature of the project Agreement. The report generated will cover:

  1. All the deliverables listed under output 3 and 4, including the guide on legal verification of ORL regarding P1&3, reports of pilot training activities of FC staff, community farmers and land owners, logging companies, CSOs, document of project lessons and up scaling strategies validated.
  2. Narrative report on the close-out workshop, including final project presentation on project objectives, results, lessons learned, reflection on step forward upon completion of this Agreement; and
  3. Minutes of final Project Steering Committee meeting, highlighting guidance for implementation.
  4. Final financial report.

Each approval by the Responsible Officer of the reports mentioned above will determine the payments provided for in Article 6. b) of this Agreement.
