The development of the SFMP-Ghana programme started in 2007 with the enhancement of the collaboration between the Interchurch organization for development cooperation (ICCO) based in the Netherlands and Sustainable Forest Management partner non-governmental organizations in West Africa. The partners in Ghana were Friends of the Earth-Ghana (FOE-Gh), Green Earth Organization (GEO), Kumasi Wood Cluster (KWC) Association, National Working Group (NWG) on forest certification in Ghana and Rural Development and Youth Association (RUDEYA). The Partners in Liberia were Save My Future (SAMFU) Foundation and Sustainable Development Institute (SDI).

The two main purposes of the collaboration in 2007 were (a) to strengthen the organizational development of the partner organizations through capacity building programmes in identified areas and (b) to build up a coherent SFM programme in Ghana and Liberia.

Wassa Amenfi Traditional Council (WATC) and Agribusiness in Sustainable Natural African Plant Products (ASNAPP) became partner organizations during the partnership building process. On 27 May 2010 the seven partner organizations in Ghana signed a Memorandum of Understanding (MoU) containing specific objectives for achieving sustainable forest management in Ghana. The seven SFM Programme partner organizations in Ghana have ratified the SFMP-Ghana Constitution which came into effect on 28 June 2011.
